I don't know if the author of that article is right or wrong. It sure sounds like there is plenty we don't know about that is going on. I'm guessing that CD and KEE knew they would be turned down, and they unveiled their plans anyway, perhaps in hopes there'd be public pressure to let them proceed. The terse response by the KHRC indicates that they're are annoyed with KEE and CD doing this, and not just because they'd already been told their plan wouldn't be considered. I don't think too many in the industry outside of KEE and CD care about their plans because not many tongues are wagging. The few I've heard aren't in favor and are wondering what CD and KEE are up to.
