Wires don't really work that way. You need institutions with relationships to do it. Domestically we use the Fedwire system. Internationally you typically will operate with the central bank of that country or finding intermediaries to run the wires for you.
If you don't have a relationship with that central bank AND none of your intermediaries do either... a plane of cash is honestly probably the simplest solution... or gold... or whatever valuable...
This was literally the issue with repatriating the Omani money.
