The person that has 17 items in the 10 item or less express line. They wait until after everything has been scanned and bagged and then, while the cashier is waiting patiently, they slowly fumble in pocket or purse for a debit card. They then swipe their card upside down, and after getting help from the cashier, they cannot remember their PIN, and stand there with a stupid blank look on their face. After memory returns, they then request cash back, which adds more time to the transaction. When all is finally done, the time they used up could have served four or five patrons behind them that had the proper number of items and payed with cash.
