In some cases yes.. laws specifically state parimutuel wagering is only on live animals.
In other cases since there are no rules it can't be offered if general parimutuel exists.
And finally even if we could offer it in FL and CT it has limited market, limited interest and to my knowledge is not approved currently by Oregon Racing Commission which is our (and most ADWs) primary license.
