Feds do make the rules. SCOTUS in particular. That was settled over two hundred years ago.
Article IV, Section 1 - "Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State. And the Congress may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof."
SCOTUS could well hold that a state requirement that a pensioner collect his pension within that state violates Article IV, Section 1 since
"the Effect thereof" would would be to restrict interstate commerce. Once interstate commerce becomes an issue the Feds make the rules.
