The reality is, is that most high income states don't get back from the feds anywhere near what they send to Washington. Most of those states happen to vote Democratic.Most of the states running a surplus in what they receive as opposed to what they send vote Republican.This isn't a one time thing, it's been that way for quite a while.
A lot of it has to do with the fact that red states tend to re-elect incumbents.Time on the job = seniority.Seniority=power. Power=taking care of the folks back home.If that's accomplished with other people's money, all the better.
