Giuliani didn’t initiate it. A senior U.S. diplomat contacted him in July and asked for permission to connect Yermak with him.
Then, Giuliani met in early August with Yermak on neutral ground — in Spain — before reporting back to State everything that occurred at the meeting.

Why would Ukraine want to talk with Giuliani? Is it a complaint about a former U.S. elected official's acts? Acts outside his official duties that benefited him or his off-spring, while obstructing Justice through a quid per quo arrangement?
Woodtoo already referred to the above article, but Rumple kept asking me for a Solomon on Biden and the Ukraine I felt obligated to provide him with one.
