Did the WH attorney tell him to leak the information to the CIA operative who then would later claim to be a whistle blower? If he was SO conscientious why didn't he blow the whistle himself.

I say again,

The National Defense Authorization Act AND our Treaty with the Ukraine give Trump the authority to call for an investigation into the Bidens. Biden's own admission in 2018 gave Trump probably cause in 2019.
