Post positions and saddle cloth numbers for foreign races

I watch a lot of Aussie racing late night and I've always wondered why the pp doesn't match up with the saddle cloth number.

Do they draw twice, once for their number and again for their post position?
Seems a waste of time.
Can anyone clue me in as to why it's done like that? Are the saddlecloth/betting numbers arranged by ML odds or some other criteria?

Strange to see the 9 horse break from the rail

Usually Program # corresponds to weight/Official handicappers rating. So the #1 in the Melbourne Cup/Grand National is the high weight, best rated horse in the race. Hong Kong is the same. Usually this is why fillies/mares are low numbers because in a weight for age race, allt he boys are at 120 whatever and Winx (for example) gets her 3 pounds allowance.

It’s the same way in the UK. It definitely took some getting used to!

Thankful for the “At The Races” website and being able to see the jockey’s silks pictured so I know what horse(s) I’m following.

It’s weighted carried then if tied alphabetical order.
