How does that supposition bear on the question of whether or not there is evidence that Dumpy orchestrated a bribery/extortion scheme?

the complaint from the whistleblower was filed in Congress.

The White House decided to release the aid after Senator Richard J. Durbin threatened to freeze Pentagon funding by $ 5 billion next year if money was not allocated for 2019.
It had nothing to do with a whistle blower. There was no ACTUAL whistle blower.
