I agree with you but for some reason many in this industry view it quite the opposite. Monitoring for manipulation is good but outright trying to block is futile and counterproductive.

Good point. I should have phrased my comment something like, "...looking to expand its customer base....", as 11 tracks and six OTB associations is a fraction of racing's footprint.

I'm of the opinion that this "white paper" will be waved in front of management by proponents as bolstering the argument for purchasing and implementing this product, but I don't see the ROI for it. In a sector that's shrinking, adding cost to promote growth and public trust isn't such a bad idea, but methinks the bean counters will consider it a non-starter.

As go banks and as go lenders, I'd bet, probably, as goes the Parimutuel business. They follow the procedures and complete the paperwork required by law. After that,well.

In my opinion, there should be a policy against the use of processing power to gain access and advantage of the pools. I am constantly concerned that someone could in the final seconds be accessing unplayed combinations in trifecta superfecta and one winner pools.
