Churchill Downs and Keeneland Partnership Good or Bad? Affect on K.Y. Downs?
The key phrasing is, "on the border with Tennessee", meaning near the Nashville market. Meaning near Kentucky Downs.
I'm not one for conspiracy theories, (even though I must say it's fun to satirize the Churchill suits as Death Star denizens), but these two working so closely on things so anti-Kentucky Downs seems to fit more of a pattern of late.
Whatever the case, the new Keeneland looks a lot more like a death star corporate track than the track they worked so hard for years to be.

I call for an immediate boycott of the new Quarter Horse and Standard Bred tracks proposed by CDI and Keeneland! They will not get a dime of my money for the remainder of 2017.

It feels like Keeneland (best friend) just slept with my girlfriend...
Totally expect BS like this from Churchill Downs. Keeneland though, that is my happy place. I've always loved everything about or having to do with Keeneland, and they're changing before all of our very eyes and it literally makes me sad.

Seeing "live racing and historical racing machines" tells me all I need to know. You have a casino company and a sales house that occasionally has racing. I can see them running a five or six day meet strictly for the casino money.

To be fair, isn't that exactly how Kentucky Downs' own president described his own track? While we don't need new tracks, hard to blame competitors for wanting to get in on that money.

The owner of Kentucky Downs tries to get more dates to race every year but gets screwed over by Churchill and Keeneland.

REAL turf racing there, not the crap the other two feature.
